Grant, Rains and Bergman sometimes worked with mediocre directors, and Hitchcock with mediocre actors -- intentionally or not on the latter's part is hard to say. He sometimes favoured casting for type rather than ability. But in Notorious, all the pieces an audience could possibly want fall into place; skilled actors at the height of their appeal, a cracking, up-to-the-minute script by Hitchcock and Ben Hecht, and direction that I can only describe as passionate. Something about this story of a lost woman, her ugly, betrayed husband, and her betraying, tortured lover touched Hitchcock deeply.
